نااہل حکومت کا نااہل اپوزیشن بڑے بڑے دعوے کرنے والی اپوزیشن پچھلے تین سالوں کی طرح پرسوں ایک بار پھر شکست کا سامنا کرنا پڑا۔ اپوزیشن سینٹ میں ایک اہم قانون سازی میں ناکام ہوگئی ہیں۔ اور درمیان میں عوام کو بے وقوف بنا کر کبھی لانگ مارچ کا اعلان کردیتا ہے تو کبھی جلسوں کا تو کبھی استعفوں کا آپشن استعمال کرنے کا اعلان کرتے ہیں لیکن یہ صرف روایتی پریس کانفرنس کے ذریعے کرتے ہیں پاکستان کے تاریخ میں پہلی بار ایسی نا اہل حکومت آئی ہے اور اس سے زیادہ نااہل اپوزیشن ہے جو بظاہر تو حکومت کی مخالفت کردیتا ہے لیکن اصل قانون سازی میں پھر حکومت کی حمایت کردیتا ہے۔ سینٹ میں اسٹیٹ بینک ترمیمی بل حکومت نے پاس کروادیا۔ بل کے حق میں 43 جبکہ مخالفت میں 42 ووٹ تھے پہلےتو حکومت نے ہچکچاہٹ کا مظاہرہ کیا اور وزیر خزانہ شوکت ترین اجلاس سے باہر جاتے ہوۓ اپنی ارکان کی تعداد پوری کرنے کا انتظار کر رہے تھے حتی کہ چیرمین سینٹ کو اجلاس ملتوی کرنا پڑا اور آدھا گھنٹے بعد پھر اجلاس شروع ہوا۔جب ووٹوں کی گنتی ہوئی تو 42 ووٹ حکومت جبکہ ووٹ اپوزیشن کے تھے لیکن چیرمین سینیٹ نے اپنا ووٹ حکومت کو ڈالا۔ اور اسی طرح اسٹیٹ بینک ترمیمی بل پاس کیا گیا۔ سینٹ میں کل 99 اراکین ہے جن میں 42 حکومت کے جبکہ 57 اپوزیشن جماعتوں کے سنیٹر ہیں 6 اراکین دلاور گروپ اپوزیشن بینچوں پر بیٹھے ہیں۔ اسٹیٹ بینک ترمیمی بل کے دوران بارہ سنیٹر غیر حاضر رہے۔ اپوزیشن کے 8، دلاور گروپ اور حکومت کے دو دو سنیٹر غیر حاضر رہے۔ دلاور خان گروپ کے سنیٹر کرونا میں مبتلا ہونے کی وجہ سے اجلاس میں شریک نہیں ہوئے۔ پیپلز پارٹی سے یوسف رضا گیلانی، قاسم رانجھو اور سکندر میندرو شامل تھے جبکہ ن لیگ کے نزہت صادق کنیڈا میں ہونے کی وجہ سے جبکہ سنیٹر مشاہد حسین سید کرونا میں مبتلا ہونے کی وجہ شریک نہیں ہوئے۔ اسی طرح جے یوآئی کے سنیٹر طلحہ محمود،پی کے میپ کے سنیٹر شفیق ترین اور آزار سنیٹر نسیمہ احسان اجلاس میں شریک نہیں ہوئے۔دوسری طرف حکومت جانب سے ایم کیو ایم کے فیصل سبزواری اور خالدہ اطیب بھی اجلاس سے غیر حاضر رہے۔ اپوزیشن بنچ پر بیٹھنے والے دلاور خان گروپ نے آج حکومت کی حمایت میں ووٹ ڈالا حالانکہ یہ وہ گروپ ہے جس نے یوسف رضا گیلانی کو سینٹ میں ووٹ دیا تھا۔ سنیٹ میں اپوزیشن جماعتوں اکثریت کے باوجود یہ بل پاس ہوا اور پھر ایک دوسرے پر الزام تراشیاں شروع کردی گئی حالانکہ اگر سب پارٹیوں کے سنیٹر اس میں غیر حاضر رہے سب کو اس کا کریڈٹ جاتا رہا ہے۔ کوئی بھی اس سے پاک نہیں ہیں چاہے ہر کوئی پارٹی سے تعلق رکھتے ہیں۔ ن لیگ پیپلز پارٹی پر ساراملبہ ڈالتا ہے کہ یہ یوسف رضا گیلانی کے وجہ سے پاس ہوا حالانکہ ن لیگ کو پتہ ہونا چاہیئے کہ اس سنیٹ کا ایک ممبر لندن میں بیٹھا ہوا ہے اگر ایک ووٹ سے اپوزیشن کی ناکامی ہوئی تو یہ ملبہ تو ن لیگ پر گرتا ہے۔ اور رہ گئی بات گیلانی صاحب کی تو وہ دوسروں کو حاضری دینے کا کہتے تھے وہ خود غیر حاضر رہے۔جہاں تک گیلانی صاحب کا تعلق اور جو لوگ ان سےاصولوں کی سیاست کا توقع رکھتے ہیں تو یہ ان کی اپنی غلطی ہے کیونکہ یہ ،زرداری کی مرضی نہیں تھی۔ دوسری جانب گیلانی نے یہ کہا کہ مجھے تو ایجنڈہ دیر سے ملا اور اسلام آباد کو پہنچنا ممکن نہیں تھا مجھے رات ایک بجے تک ایجنڈہ نہیں ملا۔ لیکن جو بھی ہو تاریخ کا نااہل حکومت کے ساتھ نااہل ترین اپوزیشن ہیں جو جلسوں جلسوں، چند دن لانگ مارچ اور روایتی زندہ باد مردہ باد کے علاؤہ کچھ نہیں کرسکتا۔
